Kazakhstan

Kazakhstan is located in southern Asia between Russia and Uzbekistan, bordering on the Caspian Sea and the Aral Sea, with a total area of 2,717,300 sq km (1,049,155 sq mi). Kazakhstan shares boundaries with Russia on the N and W, China on the E, Kyrgyzstan, Uzbekistan, and Turkmenistan on the S, and the Caspian Sea on the W. Kazakhstan's boundary length totals 12,012 km (7,464 mi). Its capital city, Astana, is located in the north-central part of the country.

Kazakhstan Import Duty

In Kazakhstan, licenses are required to import certain products and the importation of others is prohibited. An import tariff schedule eliminated duties for most consumer goods in April 1994. There are no longer any export tariffs. However, tariffs have increased on certain products, including alcoholic beverages, leather, and carpets. The average tariff is 9%. There is also a 16% value-added tax (VAT) on destination principal. Kazakhstan, Belarus, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan have formed a customs union. In May 1992, the Republic of Kazakhstan and the United States signed a most-favored nation agreement for reciprocal tariff treatment.

All necessary customs duties and taxes must be paid before performing customs drawing up and submission of cargo customs declaration.
There are kinds of payments on import of goods: customs fee, import customs duty, excise tax and value-added tax. Tollable goods and rates of duty are given in the register approved by the decree of the Government of the Republic of Kazakhstan # 1389 dated 14th November, 1996 about rates of customs duties on imported goods.
Goods imposed on excise are some oil products, tobacco and alcoholic products, gold articles and transport facilities under approved register of goods imposed on excise.
When getting up import of goods value added tax is paid at the rate of 15% of taxable import. The rate of taxable import includes customs fee of import goods, also tax and other obligation duties sums subjected to be paid in budget of the Republic of Kazakhstan with the exception of value added tax on import.
When exporting of goods export customs duty for some goods that is customs fee is paid. Tollable goods and rates are approved by separate register.
Customs fee at the rate of 50 EURO for main list of CCD and 20 for every additional list are paid under rates of customs fee approved by the Government.

Goods imported and exported on the customs territory of the Republic of Kazakhstan from the countries making Customs unit or free trading area with the Republic of Kazakhstan are taxed only by value added tax and goods imported from other countries are taxed by total customs duty at the rate of 17% of customs cost.

Kazkhstan Vehicle Duty

Vehicles are customs cleared separately from main shipment. Right-side vehicles are prohibited for import to Kazakhstan since January 1, 2007. Beside customs charges (duty, fee, VAT) some vehicles are subject to also excise-duty as per customs tariff (see details below).

Auto cars, motor cycles and other vehicles like jet-ski, water scooter, yacht, etc. can be imported on temporary import basis subject to customs fee @ 0.2% of C.I.F value paid quarterly basis & periodic dues @ 3% from total amount of customs duty, VAT paid monthly. Please see details in “regimes” paragraph.

After customs release vehicle should be registered with local traffic police by presenting original import customs declaration. If owner is a diplomat, his vehicle should be registered first with the Ministry of Foreign Affairs of Kazakhstan and relative registration card should be issued. After checking hi-jacking records with Interpol, Police Department will issue plates and “technical passport” equal to certificate of title suitable for driving locally.

Additional documentation requirements:

Invoice on the letterhead of manufacturer listing details of a vehicle & its value. Must arrive with vehicle.
Original certificate of title (technical passport) stating the same owner of the car as shipment’s consignee according to waybill. Must arrive with vehicle.

Customs charges:

Customs duty for car manufactured less than 10 years ago with the engine volume up to 3000 cm @ 10% on CIF value, but not less than 0.1 Euro multiplied by the engine volume in cubic cm. Customs duty for the car manufactured over 10 years ago with the engine volume up to 3000 cm @ 14% on CIF value but not less than 0.1 Euro multiplied by the engine volume in cubic cm.
Excise-duty for the car with the engine volume more than 3000 cm @ 10% on CIF value but not less than 0.5 Euro multiplied by the engine volume in cubic cm.
Customs fee @ 50 Euro for the main customs declaration page + 20 Euro for each additional page.
Customs VAT @ 12% of CIF value + customs duty + customs fee + excise-duty, if latter is applicable.

N.B. Customs authorities can evaluate a vehicle as of higher value according to present Customs Commodity Register and database as vehicles are subject to conditional prices. Thus customs value for vehicles is based by Customs Authorities on the value of the same last imported vehicle according to customs data. Due to conditional prices for vehicles customs charges for vehicles cannot be advised definitely in advance, they may be changed during the customs clearance process as per request of the customs authorities. If so, whole customs process must be started all over again with additional payment of customs charges and submission of new declaration

CUSTOMS CLEARANCE

The consignee should be present at the destination and should have a valid visa.
The consignee should be employed with a registered company.
Temporary import of HHG and personal effects in Kazakhstan is duty and taxes free. This is valid for one year, can be renewed every year until the time the expatriate has finished his stay, and is ready to re-export the shipment.
Permanent import of HHG and personal effects is subject to customs duties and taxes. Additionally, a V.A.T. of 20% is charged on the import.
Only a limited amount of foodstuff, new items, and electronics are allowed duty free.

Bringing Motor Vehicles with you

Cars can be imported duty and tax-free on a temporary basis. Yearly fee must be paid on such imports and sale of the temporary car is not allowed. Permanent import is subject to the tax and duties as per customs tariff.

GENERAL COMMENTS

Mark very clearly on the waybills, "USED HOUSEHOLD GOODS AND PERSONAL EFFECTS."
Packing list should be in English or Russian.
Items such as books, CD’s, and audio or videotapes should not be mentioned on the packing list. If it is necessary to include these items, make sure to list the author, year of publication, and the topic of each item separately.
A separate list describing the values of high tech equipment, works of art, antique carpet, silver, and musical instruments should be included to avoid any problems when re-exporting at a later date.
